I hope you will allow space for the following comments (which are constrained by Prison Service rules on what prisoners may say in letters for publication in the media). I hope the City Council will resist this claim and that the citizens of Coventry (who will foot the bill) will encourage the Council to resist. It is an unfortunate fact that dozens of authorities, over the last twenty years, have chosen to settle dubious and poorly evidenced claims out-of-court to save the cost and inconvenience of fighting them. The consequences follow the same logic as paying up to blackmailers and kidnappers: the prospect of easy money attracts ever more claimants. Some of the claimants in the Coventry Newfield case have, already, received thousands of pounds from other authorities. (I should explain that Newfield residents always had substantial prior in-care experience, as it was a specialist resource for teenage girls from all over the Midlands and London.) The criminal case relating to the reported claim is, currently, before the Court of Appeal and this fact should, also, encourage the City Council to resist the claims. The Home Office has recently shown some confidence in the use of the polygraph lie detector. Perhaps claimants should be required to have their veracity tested in this way? Polygraph evidence is not, unfortunately, admissible in criminal trials or in the Court of Appeal, though the Home Office believes it is good enough for re-imprisoning parolees and, in Canada, it has proved that dozens of accused carets and teachers were, in fact, being truthful, whilst their accusers were lying. The polygraph could, undoubtedly, save a good deal of taxpayers money, as well as helping to prevent wrongful incriminations of innocent people. Perhaps our government will catch up with the Canadians and parts of the USA in time for the polygraph to help release some of the wrongly convicted people currently occupying prison places.
